(Kuala Lumpur, 29th April 2020) Today The Ministry of Health issued a new measures for Movement Control Order Phase 4 (PKP Fasa-4). The government relaxed the regulations to allow food, necessities, medicines or nutritional supplements to be traveled within 10 kilometers of the home with a family member.
Previously, the government’s regulations were “one car, one person”. If you go out to buy daily necessities, unless you have a reasonable reason, the people who go shopping cannot have a companion.
According to the updated Federal Gazette, which was published Tuesday (April 28), the head of family may be accompanied by one family member staying in the same house.
The Minister of Health issued a decree on April 28 in accordance with the Infectious Disease Prevention and Control Regulations (Measures in Epidemic Areas), which was issued in the Gazette yesterday.
This new decree states that the validity period of the fourth-stage MCO is from April 29 to May 12.The new regulations also state that people ’s travel is limited to providing or delivering services, daily necessities, medicines or nutritional supplements; going to the doctor or receiving medical services; or performing any work related to basic services.
This was stipulated under “conditions for movement”, which states that:
- a person may be accompanied by one family member staying in the same house, to buy necessities
- a person is also allowed to be accompanied by any other person “as may be deemed reasonably necessary” to seek for healthcare services.
Anybody who is found going against the gazette can be liable to a RM1,000 fine, jail of up to six months, or both.
The authorization of the two-person-one-vehicle movement during the 4th phase of the Movement Control Order (PKP) announced by MOH Malaysia today, could exceed 10 kilometers (km) if it involved the need to buy food and health services. In the new regulation stating that anyone who needs to travel to other areas must have “special and specific reasons”. This person must first obtain the Approve documents in writing.
The basic services during the MCO phase 4 are maintained at 15 items, namely food services, medical services such as nutritional supplements, water supply, energy, security and defense, garbage and public cleaning management, sewage, sea, land, air transportation services, ports 、 Airports and airport services, including loading and unloading, cargo handling and storage, communication and networking, banking and finance, e-commerce, production of fuel and lubricants, refining, storage, supply and distribution, hotels and accommodation, any approved by the Minister Work, industry and commerce, and transportation. “
